Course objective To inculcate meaning, importance and function of principle of separation of powers; different powers of political bodies have a characteristics of state; powers of legislation, executive and judiciary; the basis of the importance of separation of powers in order to guarantee freedoms; relationship between legislative and executive to determine the political regimes; government systems which ground on unity of powers, complete separation of powers and balanced separation of powers from the point of relationship between legislature and executive.

Course contents
1 Introduction of the course. Terminological principles.
2 The separation of powers, its meaning and intellectual foundations. Classification of government systems.
3 Government systems based on fusion of powers and separation of powers in general.
4 Types and characteristics of government systems based on fusion of powers.
5 Government system types based on separation of powers in general.
6 Parliamentary system. Historical meaning, distinctive features.
7 Presidential system. Historical meaning, distinctive features.
8 Semi-Presidential system. Distinctive features of system and differences between presidentialism and parliamentarism.
9 The functioning of the presidential and semi-presidential systems and the parliamentary system.
10 A view to Turkish Constitutional history from the perspective of government systems - 1: General introduction and parliamentary tradition.
11 A view to Turkish Constitutional history from the perspective of government systems - 2: Semi-Presidential system.
12 A view to Turkish Constitutional history from the perspective of government systems - 3: Presidential system.

1 To be able to explain the intellectual basis and importance of principle of separation of powers
2 To be able to state the character of relationships between legislative and executive in categorising government systems as political regimes.

5 To be able to classify government systems base on little and balanced separation of powers.
6 To be able to analyze characteristic and features of government system of Turkey in the light of current political developments.
